access to AV controller for player

I'm not a video-hacker but I've been asked to find out if it is easy to access the underlying AV controller of the Kaltura video player.
Our goal is to tag intervals of a video and link to them. For instance, given a list of links, clicking on one would open the appropriate video at the corresponding starting point.
