activation in WPMU you must login as admin?

I have activated the plugin sitewide.
When a new user joins and logs into the dashboad they are not presented with the activation link.

If I log in as admin to the users blog, the link is presented.

What part of the code would control this?
I would like the users to have the plugin installed on signup.

When you say a new user, you mean a user as part of a blog or a user as part for wpmu (an owner of one of the blogs) ?

A new account user / blog owner - they are admin of their own blog.

Yet, can not see the "create your account " link.
If I login as admin in the new user account then the link is presented.

Fixed by using hack version of plugin commander - search wpmu forums
