Annotating Video

We are in need of web based video annotation. It is sports centric, so we want to be able to put lines and circles on top of the video for specified video segments. And also be able to relate some text or maybe voice recordings to specific segments. Is the Kaltura Video Editor a good place to start? maybe there is an existing tool for this? And what are the technical skills required to do the job?
