How do you compile styles_contributionwizard.swf with FLEX?

You can easily compile en_US_ContributionWizard.swf, by executing buildResourceModules.bat.
But how do you compile styles_contributionwizard.swf?

I just came across this article:

I'm kind of understanding the process, but in my case - kcw's html-template\index.template.html has no variables that needs to be defined. When I launch the page, it asks for partner data. But when I press the button, it does nothing. Title is also showing as {$title}, as if it needs to be executed inside another file.

Weird.
