installation fails at Step 3 configure

I don't know if this is the right place to ask this but I didn't see another installation forum.

I can't get past step three of the community server installation. I keep getting a 'you must enter name' message for the admin name field. I do enter a name and the error still occurs and I can't get past this step. I have tried numerous times and failed each time. (version 1.5)

I am trying to install on xampp 1.73/vista ultimate. I did see that there is a note about issue with 1.72 and advice to install on 1.71.

Any suggestions?
