KMC UIConf is empty

Just installed v4 on ClearOS (CentOS 5) with Php 5.3 and MySQL 5.5. After working through numerous dependency errors such as memcached, pentaho, etc.. I was able to successfully install. I went in and created new publisher, then went to login to begin importing. I can log in, but the screen stays on "Loading...." and eventually I get the error message "KMC UIConf is empty"

kaltura_apache_errors.log is empty, however I do get this in kaltura_prod.log:
