I am developing web application that needs basic video functionality. Users can upload videos with size restriction of about 20MB and to watch them. What could be minimum hardware requirements for that situation?

Because its hard to predict how many users will actually upload/watch videos simultaneously, lets ask it another way.

Is it possible to run Kaltura on VPS 1 GHZ / 640 RAM or 2 GHZ / 1GB RAM?
How many videos can it serve, if there is no more than few simultaneous uploads?

Yes. it will handle it well.
As with all deployments, the best is to start with what you got, and grow from there if things get heavy.
