Set initial publisher password via API without email access

I've not managed to get sendmail setup to relay emails via our on-site SMTP server. However even if I had, I also can't fathom the right sequence to use on the API testme console to achieve this. There is a user.setInitialPassword function but that doesn't seem to take which username you want to set one for as an input. Any ideas welcome please.
