Stuck on php-cli step during install

I searched the forums first, but was unable to find the answer.

Using XAMPP 1.7.1 on Server 2003 with KalturaCEv1.5 win32 bit

I believe php-cli is setup correctly, I can open the command prompt and type php -v or php -h and it returns the verison or help info. I added the locaiton of php.exe in my path variable and rebooted the server. But when I attempt to install Kaltura, this is returned:

You must have php-cli. This is required in order to run batch jobs, etc.
Please install php-cli and make sure that php executable is in PATH
WINDOWS users - after adding php executable to the PATH, you will need to restart
your computer in order for the changes to take effect.

Any help is appreciated.

Odd... after rebooting the server again, php-cli was found. Now onto libcURL...

Thanks to anyone that took a moment to look at this. I am up and running. I had the must enter name bug, but I used FF and no problems.
